related to birds, even if you just tie a pot with some grass and the baby inside somewhere the mom can hear the baby’s cries, that’ll work, too, I’ve done it with Mockingbirds before.

and for those at coastal areas, seagulls are communal nesting species and many water birds nest on the ground. a water bird on the ground is not immediate cause for concern, especially if there is a breeding compound nearby, or if they are capable of walking. if the bird is in harm’s way or injured, you may wish to report it, but other than that, it’s fine.
